You are not going to run a boat back upstream through upper Wildcat but you can run from Wildcat to Cotter but not all the way with the motor, there will be some zones you will have to get out and pull the boat. Further l would not suggest you do not consider it given you do not know how to navigate this area, those of us who do have a good few years at it and its still a SOB from Wildcat to Cotter take out.
You could also run from White hole to Wildcat on zero cfs, plenty of good options to wade on the way down. Same here you will not motor back unless you now how to do it.
If you do contemplate a boat run on low water you may also need a shuttle, so bear that in mind.

One unit open of water is not the issue, its how much generation there is for that 1 unit, 1000 is a very different matter to 3000.
Best bet anyway for zero or low generation is to wade the shoals, all be it there are other zones you might wish to fish. Wildcat can be crowded at times, you never know.
Other options include Rim, Roundhouse, Dam and Bull shoals park all of which can be fished with zero and lower levels of generation.
Word of advice, do not take for granted what SWP may tell you for predicted flows, at least so far as generated water CFS. You can of course maintain contact with the COE report so far as what is going on generation wise, here again the CFS of water released is not told only how many gates are open.
