I agree with you that there has to be regulations so far as both protecting and maintaining natural resources. There are many issues related, for example is it to the detriment of indigenous species, or to maintain a resource for stocked fish such as we have here in AR and most other States which would apply to both cold and warm water species.
Dams provide both for benefit and detriment depending on your point of view.
I often wonder where we would be today if dams had not have been built for the main reasons of flood control, power generation and water supply both for human consumption and agriculture.
I only know myself that there were streams l used to fish that are no longer streams, due to water abstraction, human habitation, agricultural practice and other issues related.
That was not the result of a dam, had a dam been built in that catchment area it may well have been a different story.

Interestingly trout were stocked in in the White river system long before dams were built, how long they were able to survive l have no data for that.
