Yes, l would agree that we are talking here of two different issues, as you correctly state.
1. That if the rod is stopped and the formation of the loop/line configuration is formed and no further rod movement is made it cannot be altered, be it a well executed forward cast or not.

2. That after the rod is stopped, and the line is to all intense and purpose travelling in a forward direction regardless of the configuration of the former upper and lower legs///that all manner of different configurations can be formed with further additional rod movements.

It is however by definition a cast agreed.
