I lived in Colorado for a few years and they do go through dry years periodically. However, since Colorado is arid to semi-arid, they depend on snow melt to fill their reservoirs to supply most of their water needs. Especially agriculture. They count snow pack more than rainfall. The last few years, they have had the snowpack, but it melted off early and fast, causing the late season "drought",
