We had a rain storm come through about a week ago that dropped maybe an inch of rain. What was interesting is that "zero" of it went into the storm drainage. Rain hit the ground and either was immediately absorbed or evaporated into the air.

Here at the house I am starting to notice a dropping water table. As that table drops the springs will begin to dry up or at least slow their supply. I'm sure it's the same for the river systems. All those small tribs and springs that fish use for refuge from the heat will eventually deplete. Water temperatures and oxygen levels will begin to get more and more hostile. So not only will we not have the standard generation there is going to be little or no relief available for fish to be able to survive if the prognosis is true.
