Not sure where the hooks are made, but they are made for, and distributed by, a company located in South Africa called ScientificFly. Here is the web site:

I have found the hooks very consistent and reliable, and the model 14723BL (and its barbed companion 14703) supremely elegant and and effective when lifting into fish.
They are available in the US, but still pretty thin on the ground. Jimmy T posted that he had some in stock...
